There are two different forms of the word “fiscal,” one is generally more politically correct and is used to describe any increase of the tax collected and the other is a term used to describe a cut in overall spending in order to achieve fiscal sustainability. The term “fiscal” used to describe the level of taxation and spending has morphed over this period from its original political meaning of limiting government spending in order to reduce spending, to it being used interchangeably with spending cuts and to refer to any increase in the overall level of taxation.
The word “fiscal” has more recently come to refer to a combination of the two, meaning that the tax increase alone is sufficient to balance the budget. This has been used, for example, by former Federal Reserve Chairman Paul Volcker during the debate on the budget deficit in the United States in 1999. And it can also be said that this combination is used to achieve balance that allows for a modest reduction in spending, a “fiscal cliff.” This is often done by raising taxes to the limits of economic growth and cutting spending to the limits of economic growth.
