A New York Police Department report obtained by The New York Times, released in conjunction with Thursday’s federal indictment of New York State Gov. Andrew M. Cuomo, indicates that police officers routinely arrested women who were seeking to get back at them for allegedly “assaulting them.” The report, which details cases in Albany, Buffalo, New London and elsewhere, was prepared by the Manhattan district attorney, Cyrus R. Vance Jr., and includes more than 30 pages of sworn testimonies by police officers who worked the various parts of the state, including New York City.
The report, an extensive examination, describes how police use tactics from the notorious stop-and-frisk and arrests policies dating back more than 20 years, including the threat of assault charges, harassment and physical harm. Some of the officers said they sometimes used these tactics against unarmed women they identified as “victims” and who turned out to be no such thing.
“Officers were trained to charge women as aggressors for no reason whatsoever,” one officer wrote. “In some cases these targets were never even arrested. It was all verbal abuse.”
A spokesman for Mr. Cuomo declined to comment on the report, and a police spokesman, Paul Browne, declined to speculate about the specifics of the report.
